Background
Estimates of costs should be formulated with the approach that treats the Government as a prudent and well-equipped contractor engaged in project estimation. Consequently, the comprehensive construction costs, reflective of what an experienced and prudent contractor would anticipate incurring, should be incorporated into the cost estimate. This guiding principle is to be consistently applied throughout the entire project lifecycle, spanning from the initial programming phase to the culmination of construction activities.
Purpose & Scope
This document establishes standardized guidelines for delineating methodologies, procedures, and formats pertinent to the formulation of cost estimates and associated analyses (price/cost). These guidelines are applicable in scenarios where services share common requisites; however, in instances of divergence, adherence to the policies and procedures of the respective design agency is warranted. The scope of this document encompasses the diverse phases of cost estimating, commencing from the inception of design and extending through the modification of cost estimates during the construction phase.
For comprehensive guidance on cost estimating throughout the initial planning, programming, and budget review stages, reference should be made to UFC 3-730-01 – PROGRAMMING COST ESTIMATES FOR MILITARY CONSTRUCTION. The term “construction” within this context encompasses remedial action environmental projects, dredging, and other construction-related endeavors typically executed through service contracts. For this document, the designation “cost engineer” pertains to qualified individuals, whether employed by the Government or engaged under government contracts, who regularly participate in the formulation or evaluation of cost estimates.
Applicability
This UFC is applicable to projects falling under Military Construction (MILCON) and Military Operations and Maintenance (O&M). The term “construction” as stipulated herein encompasses the activities involving the construction, alteration, or repair, inclusive of dredging, excavating, and painting, related to buildings, structures, or other real property.
